CMSA periodically prepares new or updated ordinances relating to the Agency's business, such as bidding procedures, fees, the Mercury Reduction Program, the Fats/Oils/Grease Program, sewer use, and claims. They are available for viewing or downloading by clicking on the menu tab above.



Key organizational documents are located here for viewing and downloading, such as financial and administrative policies, the Memorandum of Understanding with the Union, and the Joint Powers Agreement, along with operating permits, such as the Bay Area Air Quality Management District (BAAQMD) Permit, and our National Pollution Discharge Elimination System (NPDES) permit.


This section contains such documents as analyses, workplans and studies. Available for viewing and downloading are the Capital Master Planning Report, the Food-to-Energy Workplan, the Greenhouse Gas Emissions Study, the Co-Thickening Primary and Secondary Solids Analysis, and the recently completed Wet Weather Improvement Project.
