CMSA’s governing body is a five-member Board of Commissioners appointed by the Joint Powers Agency members, who determine the terms for their commissioners. A commissioner can be an elected representative from the district board, or a member of the public who lives in the district service area. CMSA's original Board included one commissioner representing the City of Larkspur, which withdrew from the JPA in January 2020.
